Abstract: With the rapid increase of the waterborne hazardous and chemical materials ,the corresponding safety has drawn great attention of relevant regulatory authority .It is also well recognized that enhancing the monitoring capability by establishing a nationwide unified monitoring platform for waterborne hazardous and chemical materials is very impor -tant .Due to the fact that such a platform involves exchanging the data from the national ,provincial and local levels and they have different information infrastructure and data exchange features ,a single data exchange standard cannot be used . Therefore ,a data exchange standard system suitable for the national monitoring platform of waterborne hazardous and chemical materials is presented ,based on the data exchange standard of RosettaNet and ebXML .
